Legally Armed Identification System ™ Estimates place the number of Legally Armed Citizens around 8,750,000. Some of these individuals had training in self-defense, gun safety, shooting techniques, their state laws, and issues on the use of Lethal Force. Other individuals who received a license or permit to carry a Lethal Weapon, have received no training. This is determined by the license or permit scheme in the state that issued their carry authorization. Some states that require mandatory training before a Carry License or Permit is isssued, cover the subject about identifying themselves and encounters with Law Enforcement Officers, in their state mandated training course. We address this issue for the citizens who have been exposed to this issue in their formal training, and those who have had no training. This critical issue involves both law enforcement personnal and Legally Armed Citizens when shots have been fired, or a gun has been drawn in self-defense, and law enforcement personnel has been called to the scene. How can Legally Armed Citizens identify themselves to responding officers as a The Use & Misuse of Badges There have been many discussions and comments regarding the use of badges by those who have been issued a Carry License or Permit. The bulk of these comments are negative in the Law Enforcement Community, and also in the civilian sector. The primary reason is that only Commissioned Law Enforcement Officers and individuals in specialty industries like fire fighters, EMS, and the security industry, should be wearing a badge. The CCW badges that are sold on the Internet, at gun shows, and in gun stores, are sold for the benefit of badge manufactures, and the promoters who offer them for sale, with no regard for the citizen or the Law Enforcement Community. So how can a Legally Armed Citizen be identified, without the use of a badge, as being a person who has been authorized to carry a pistol? We have developed an indentificiation system we believe meets the needs of both the Civilian Sector and the Law Enforcement Community. Concealed or Open Carry Lets look at how a civilian carries their firearm. Some states only allow concealed carry, while other states allow both open carry and concealed carry. In states that are concealed carry states, the handgun must be concealed from view. In states that allow both open carry and concealed carry, the choice of carry is left to the individual. In the states that allow both open carry and concealed carry, if a Law Enforcement Officer sees a person carrying a pistol in the open, they will usually ask the individual if they have a Carry License or Permit. This normally only happens when the civilian is not wearing anything by their sidearm that shows their authorization to legally carry the weapon. Even in states that allow open carry without any license or permit (I.e. Constitutional Carry), the officer will usually question the individual about the firearm. If this individual keeps their Carry License or Permit in their wallet or purse, they have to dig into their back pocket or purse to retreive their wallet, then dig into the wallet to get their license or permit to show to the Law Enforcement Officer. This requires too much movement when the officer already knows the person has a gun. Our identification sytem takes into account the three main aspects of carrying and identification. You can also keep your drivers license on the top portion (over the reflector material), then you never have to dig into your pockets to get your wallet, then dig into your wallet for your Carry License or Drivers License. Everything is in this I.D. Pouch. Wearing Postions CLOSED Position # 1 When the person does not want anyone to see their Carry License or Permit or they are not carrying their firearm, (example: locations where firearms are banned). The ID Pouch blends into the belt and normally can not be seen by most people. See photo # 1 closed OPEN WITH INSERT COVERING REFLECTOR Position # 2 When the person wants their Carry License or Permit to be seen. This position allows for both carrying in the open and concealed. The reason for using an identifier when carrying concealed is incase the firearm is seen ( jacket comes open or some other reason that the pistol is seen ). In states that allow for 'open' carry, a person should carry some form of identification by their pistol, identifing them as having received the authorization to legally carry the firearm. It also identifies them from some other person who is carrying in states that have Constitutional Carry. NOTE: This article is not trying to in imply that in states that do not require any license or permit to carry a sidearm in the open by law abiding citizens, (I.e. Constitutional Carry), that some form of identification should be necessary for these individuals. This article only addresses people who have been issued a license or permit to carry a Lethal Weapon, and who are eligible to carry in their own state and other states based on reciprocity.See photo # 2 open NOTE: This photo also shows the ID Pouch taken off a belt, and attached to the visor in a vehicle when driving. OPEN WITH REFLECTOR SHOWING Position # 3 When Legally Armed Citizen has been involved in a shooting incident, or some type of incident that will cause a Law Enforcement Officer to come to the scene, the insert covering the reflector fabric has been removed and the reflector material is seen above the Carry License or Permit. This position should only be used when Law Enforcement is on the way to the scene or, they are on the scene. If shots have been fired, and it is safe to holter the weapon or lay it down on the ground, the CCW person normally has their hands up with the reflector facing the Law Enforcement Officer.[ See photo # 3 open with reflector material seen ]. Photo # 1 Closed NOTE: All of the I.D. pouches now include a clip on the back in additon to the belt loop. Easier to put on and take off, and to attach to a visor inside a venicle. If stopped for a moving vilotion, to present your CCW License or Permit to a L.E.O., you just take from the visor. No digging into your pocket or extra movement to get your drivers license or CCW License or Permit. There is a clip on the back side to be attached to a belt or visor. As can be seen in these photos, all three aspects of identification can be achieved: #1 Not seen, #2 Carry License or Permit visible, and also attached to the visor in a vehicle when driving. #3 Reflector Material visible and Carry License or Permit visible after a dangerous incident. This photo looks like it is one big blur however, in reality it reflected better than we anticipated. We saw both the reflector and the safety fabric shine. It is the same reflector material that is used on safety vests for highway workman.  If you were a Law Enforcement Officer, would you consider this person a direct THREAT to your safety? This person has their hands up and is trying to show some type of identification to the Law Enforcement Officer. Any officer will shout commands to keep the hands up & command the person to their knees. Everyone is a threat until they make sure the person is not a threat to their safety. Just remember to keep your hands up and the reflector towards the officer. This is the best form of immediate identification available for any Legally Armed Citizen. Here is the last photo using no headlights just the street lights. As can be see the reflector material working and, it does NOT look like any type of weapon.    The reason for not removing the insert covering the reflector material before Law Officers arrive, is to make sure you do not stand out as a target. Because the bulk of shooting incidents occur in low light or at night, keeping the insert in place and not allowing the reflector material to be seen while engaging the opponent, is important for your safety. The reflector material is made to reflect light in the dark or a low light enviorment. Taking the insert out too soon is a mistake. Keeping the Carry License or Permit in this I.D. Pouch, makes it much easier while under stress (after a shooting incident), to show your Carry License or Permit to Law Enforcement Officers. Immediate Identification That Shouts Out: I Am Legal To Carry This Weapon. After the incident and before any Law Enforcement Officers arrive on the scene, your gun should be holstered (if it is safe to holster it), or lay it on the ground and step away from it. Remove the insert covering the reflector material. When police arrive on the scene, your hands should be up with the I.D. Pouch open and the reflector material facing the officers. The I.D. Pouch has been manufactured so it can be used on your belt, on your purse, or in your hand. Whatever commands are shouted at you do as ordered but, keep the reflector towards the officers. If you call 911, make sure you tell the operator what you are wearing and you have a 'reflector I.D.'. You might be asked what is it or, the information will just be told to the responding officer. When they arrive on the scene, your reflector I.D. will be seen immediately. Remember, remove the insert covering the reflector material, and keep your hands up with the reflector towards the officer like in the photos above. It does not matter what type of insert is over the reflector fabric. The insert is to cover the reflector material until you want to be seen immediately as a Legally Armed Citizen by Law Enforcement Personnel. Again, removing the insert before Law Enforcement Personnel arrive is a mistake. If police arrive in a vehicle, the lights will make the reflector shine [see photos above]. If the officer is not in a vehicle, he or she will normally have a flashlight aimed at you in addition to their firearm. They will not know if you are another officer, someone in the security industry, or E.M.S.. When they see the safety reflector material, they will consider you a lower threat than someone with just their hands up because, you are trying to show them something. Again, you should have your weapon holstered or on the ground away from you. Your hands should be raised with the I.D. Pouch in your hand and the reflector material towards the officer or. Wherever you wear the I.D. Pouch, on your belt, purse, or held in your hand, keep the I.D. Pouch open and the reflector towards the officer. Testing This Identification System We recently changed the ID Pouch by adding two (2) reflector stripes to the safety fabric versus the original I.D. The reason for this is that we tested the original safety stripe (larger and only one stripe) at 2 a.m.. We discovered that in dark light at a distance when hit by a flashlight, the one larger reflector stripe lookled like a peice of metal (could look like a knife). This could get a person shot by a Law Enforcement Officer who thought the person was holding a metal weapon. Now, the two smaller reflector stripes look like SAFETY reflector stripes and nothing else. Our product is made in the USA, can be kept on a belt, and can be hidden when a person does not want it seen.
